Early American fire extinguisher:

Sand basically provides a coat over the burning material and cuts off the oxygen supply which extinguishes the fire. The same function is served with water or any type of soil for the A class of fire. So sand per se does not react chemically with the fire being an inert material.

My guess was that, or also sand used to be thrown on rails to keep locomotive wheels from slipping.

I think it might be part of a “sand oven” used for sand-baking such as a reagent. The idea is to heat sand so it surrounds another container placed inside the bucket. The hot sand bathes the container from all sides (as opposed to only the bottom which relies on convection.) The process causes the object inside the container to convert with less waste from the bottom of the container.

To keep from being burned. Fireplaces often had side pieces that extended to the hearth which would occasionally catch fire when hot coals would roll out. Notice the right side of the example shown below. A sand bucket "fire extinguisher" would be available to put these fires out. That just happens to be an upscale model. My ancestors used an empty lard bucket.
