D950 Governor

I just finished a D950 rebuild and tried running for the first time. It ran but ran at what i consider max speed or overspeed. I turned the key to the off position and it continued running. The fuel shutoff solenoid went to the stop position but the engine did not stop. i had to turn the fuel off at the filter and after about 30 seconds it finally quit. During this time the throttle had no effect on the speed. It also was pouring black smoke out of the exhaust which tells me its getting way too much fuel. I pulled the pump apart and everything seems to be in order so far as i can tell. I reinstalled and the same has happened. I noticed the start spring had broke ad was rebent to fit putting additional tension on the spring. I have one on order but find it hard to believe this is the problem. When i crank the motor and manually hold the pumps fuel rail in the stopped position it still pumps fuel. should'nt this stop pumping fuel in the off position? What else should i check for regadring the governor operating correctly? The grass is growing and im out a mower! Thanks for the help in advance.

Thanks for the response. I hope to get the start spring in the next day or so. i dropped the fuel pump off today to be looked at/rebuilt by a professional. So between the two i should be in good shape for the week-end.

I will reply when i id the problem and its running.

So i rebuilt the fuel pump a couple of times installed and got the same result....motor running away to black smoke and can't shut down the motor without turning the fuel valve off. (i reassembled the pump exactly as it had been when i took it appart). They are quite simple but one key piece was missed. I broke down and brought it to a specialist who tried to charge me $903.00 for the rebuild. (i price checked a new one $675.00 plus shipping) anyway thats enough of that! Ended up paying $630.00 for my rebuilt pump installed it and it runs perfectly. The reason it was running away was the plungers were installed 180 degrees out causing this condition. There is a timing mark on the gear and the plunger. These timming marks are the only ones which are NOT supposed to be lined up when putting back together, these are 180 degreees out from each outher. Oh ony the cast and a couple screws were kept and everything else was replaced justifyinh the $630.00 pricetag?!?@?##?$?
