D902 Injector timing

Replacing engine in RTV 900. Everything in and ready to go. New to me used engine, fired up and ran fine after bleeding fuel. Bad fuel leak due to copper washers under return fuel manifold. Also, I noticed air bubbles around injector pump flange (where shims go). Replaced copper washers. Removed injector pump. No shim. Not sure if this is normal. Manual says no rtv, just shim with it's own sealant. Smallest shim is .020. I put this in mostly for sealant. Leaks fixed, starts hard if at all. I'm thinking timing was affected.
A. Is it ok to have no shim? Should I use sealant in this case?
B. Should flywheel timing marks match cylinder 1 (closest to front)?
C. When cylinder 1 squirts fuel from the delivery holder, timing marks are not in timing window.
Suggestions?

Bubbles under the injection pump is new to me, sound like it's not properly crank case venting.

The new to me engine did not have the crankcase vent. I swapped intake and cured that issue. I
have the manual, but is less than clear to me. I put the old injector pump on it with its correct shims and it ran for a few seconds then quit. Wants to run but can't quite make it. I guess I will revert to the new to me injector pump with no shims and see what happens.

The shim count matches the block not the pump.
So if you want to use the old pump use NO shims.

Both pumps are from running engines. So, I can use either with no shims?
While you are waiting for a definitive answer, I must ask if the engine ran fine with the original injector pump, why would you want to install a different one?

I would think in theory, the pumps themselves would be manufactured to a tolerance and probably that the shims are used to make up for difference in the engine blocks themselves...but I have no clue.

Will be interested in hearing the answer to your question about interchanging the pumps themselves.
