D1005 governor problem?

I have a 2003 BX2200 with a D1005-E engine that began to run poorly so I went through everything including: filters, fuel pump, fuel tank flush, new injectors and rebuilt the injector pumps. It now starts and runs OK but has slow throttle response and power is low.
My question is, could the governor be bad and overpowering the spring for throttle response. I can't hear a change in the exhaust pitch when the engine is lugging down when the governor is supposed to be adding fuel to maintain RPM, engine RPM just drops.
The only thing I have left to investigate is the governor and I don't know how to tell if it's bad.

Did you rebuild the injection pump?
Where did you get the injectors from (exactly)?
