code p0628

I have a code(P0628) for the SCV system drive error. All of my low pressure fuel lines have been clened, new filters and transfer pump. The SCV solenoid is with in spec.(ohm). I have 10v at the SCV when the key is turned on and loose the voltage in about 3 sec after the key is witched on. I can hear the relay ECM kick out when the power goes away. The machine is a KX057-4R1. Any help would be great full. Thank you

I had no continuity on one of the wires. The other wire had worn all the way though. The wire did not have any tape on them they were just loosely in the wire loom and it wore into them. Thank you for the pin out info. I really appreciate it.
