you have enough current to light the lights(2-3 amps) but not enough to spin the starter(100+amps)
Then do a voltage drop on the cables when trying to start.The battery is good. I've checked it and it has a full charge

so true, for a simple test he might just want to put the voltmeter on the batter and watch the voltage as he cranks it over. let us know what the reading goes down to. I cannot begin to tell you how many batteries I have had that showed 12.6 but could not provide the amps to start.
Have you tried jumping it from a vehicle or a jump starter?
