Bx22 has no functions other than forward and reverse

Took on this project to help a friend out..he said it set for a few years and got water in the hyd system. Took it to a kubota dealer and they told him 3 of the pumps were bad. Machine with only drive..deck want raise or lower, rear backhoe want function neither will the out riggers...dealer did apparently flush the fluid and refill...it's pretty clean

Does the steering work?
Bx series only has 1 hydraulic pump and a hydrostat pump. If the hydrostat pulls the tractor around, it must be OK. The hydraulic pump supplies the steering, 3-point (which also raises the mid-mount deck), and the backhoe.
I am not sure where the "3 pumps" came from.

I am not sure where the "3 pumps" came from.
The steering "seems" to work..kinda hard to tell from the 3ft I moved it and with the flat tires

Disconnect the tractor side backhoe supply hose and remove the quck coupler from the end. Stick the end of the hose in the transmission filler and start the engine. You should get a vigorous steady flow of oil out of that hose. If no flow the hydraulic pump is not working.

The hydraulic pump is indeed mounted on the LH side of the trans-axle, right above the LH rear axle housing.
It is driven by the propeller shaft from the engine to the hydrostat assembly and it should pump oil anytime the engine is running.
