BX Mower Deck Height Adjustment Binding

I have a question about the mower deck height adjustment for the BX (mine is the 2680). Anyhow, with the deck on, I can turn the knob to all positions except "top". With the deck off i have been able to get the knob into the top position. It's like the weight of the deck binds something that keeps the know from functioning. Anyone know what to adjust to allow full functionality?

If you fully raise the 3-point hitch and mowing deck, the height cutting knob should turn. There is bolt with locknut adjustment at the rear (left of center) that may need to be retightened/adjusted.
