TBH, I'm assuming the new pump is creating pressure & the issue is something else, what's the chances of a new pump not working, giving the same symptoms of no pressure as previous, hence me looking at the distribution block/relief valve.
I suppose I should confirm pressure at the pump, as my previous test, direct from the pump to the tank.
My procedure was run the engine with the valve open, then close it gradually to reach pressure.

My procedure was run the engine with the valve open, then close it gradually to reach pressure.
Then lets stop guessing. Run your test straight from the pump. If you get 2500 PSI the pump is good.

Put the outlet block back together. Connect your test rig to the outlet block, fully close the valve and start the tractor. The gauge will tell you relief valve opening pressure.
