What is the expected behavior of the engine stop lever of a b8200 when the wire is returned to the “on” position.

As you read my first post and the below please understand that I have yet to replace the battery. I have since collected it to obtain a new one.
In my first post to the forum I learned a great deal about my tractor including that I was shutting it down incorrectly. At this point I have obtained and installed H6780-53920. I found the lever to be stuck and used my hand to work it twice to ‘unfreeze’ it. Connected the cable and I can engage the engine off lever however it doesn’t return to its starting position unless I manually move it back with my hand. In the replacement part I don’t see a spring but I would expect the lever to return once I push engine stop back in.
Some may say, replace the battery and start it up! My fear is being unable to stop the tractor with the exception of the decompression knob. Reading up, I’m not going to chance that again. My fear is my engine stop lever is broken solely because it’s not returning to its original position.

b8200 - Newbie's first tractor wont start
New owner of an older b8200, and put her to work last weekend. First time really using the tractor and it was epic. Moved large stones/logs, dug out a little stump. Well this weekend (i live 2.5 hours away from my property/tractor) i go to turn the tractor on and hear the click of the starter...
