B7800 Won't Idle only high rev

Ok so the V1505-E engine on my B7800 start's without a problem but will not idle normally. It immediately goes to high rev. I can manually control the "engine stop lever" attached to the "speed control lever" by hand or attaching a wire to it but it will not automatically go to a low idle like it used to. What can I look at to rectify this. Thanks

Sounds like it broke the idle return spring.
It's inside the speed control plate.

North Idaho Wolfman, the lever has got spring on it when I move it by hand. It does kick back. That's what I cannot understand. That's what I thought when I checked the drawings.

With the linkage completely removed what does it do?
There is also another spring on the lever linkage.
