Hi. I have a problem with both back wheels wobbling. There is a pin that goes through each axle and 2 locking nuts with springs on. I have checked that the locking nuts are tight but i still have the problem. Would it be of any use if i put shims between the locking bolts and axle or is there another way to cure this problem?

You probably have the old style hubs.

I would pull the rim off, and then look at the threads that lock that hub to the axle too. Once loose - the threads get boogered up and then you cannot tighten them at all.

Have you checked the bolts to rims by chance?
