Finally got my b6000 running after 20 years of sitting at my dads house. Shut it down after 30 seconds of running because I noticed this was loose. What is this?

The screw has a stop nut on it, i screwed it back in were the crud was so its close to where it was. What is it and what does it do?

It's the governor adjustment, keeps it from over reving.

It's missing some parts, that's why it's oily, there is 2 caps that are supposed to be on it.
