B3700 HST no hydraulics and no movement

Have a b3700 HST. had a leaking seal. replaced seal everything worked until Came to pick it up and 3 point and belly mower wouldn't raise , Then it quit moving.
hyd oil is clean and full. screens and filters are clean. Im not sue dividing valve is working i get oil out of the port going to oil cooler and noting out of 3 pt hitch side. really tired of fooling with this. Be gentle i know i don't know what I'm doing. Don't have hydraulics on vintage motorcycles.

First let us assume your working on a B7300 and not a B3700

When you did the seal, did you drain all the fluid?
Did you pull the hydraulic filter screen and clean it?

Does this tractor have a loader on it?
