3pt arms not lowering under their own weight

I tried to lower the mower arms on my bx23s, but found I had to manually push down both the 3pt hitch as well as the mower arms (with a bit of manual downward pressure).

Should I expect both to lower under their own weight, or is this normal?

6+ year old tractor and I'm guessing neither have ever been used, so it's not surprising that they're stiff. I sprayed many of the joints liberally with wd40.

Also, is there a general spray lubricant people would recommend to get these parts cleaned out and lubricated? (Other than wd40)

Check the adjustable valve under and in front of the seat.

Check the adjustable valve under and in front of the seat.
This- the first thing to check. It controls the drop rate.

WD-40 is a satisfactory wristwatch lubricant, but not good for much of anything else.
