3 point springs up on B1550

I have a new to me B1550 HSD The three point lift lever seems spring loaded to raise the hitch. I can push it down and hold it at a level with the stop block, but I thought that it was more of a set the height system???

The operators manual I was able to find online does not talk very much about the three point at all.
