I have a 2003 BX1800d,it’s supposed to have turn signals and flasher,neither are working. When I turn on a turn signal,only in one direction ,I can hear it clicking ,but no light is flashing,there other direction no clicking,no flashping. The rear lights do illuminate when headlights are on,so the bulbs are good. Nothing happens when I put the emergency flashers on,bulbs good too.
any ideas on what it could be?

Try checking the fuse. I know very little of these things. I occasionally am able to fix something. Good luck.

Two element bulbs have gremlins all of the time. I’d replace the bulbs.

Rusty/corroded bulb receptacles? Wires unplugged? It sounds like it time to get the voltmeter out.

No. Nope. And not so.

The headlight selection only illuminates the low-wattage running lights. The flashers operate on the high-wattage element. (two element lamps)

Install a new/working lamp (bulb)

On your tractor, the headlight/taillights have nothing to do with the turn/hazard lights. The turn/hazard lights are only the amber lights mounted on the ROPS. The red taillights are only a single element and do not flash.
They are different switches, wiring, lights, and fuses. Most commonly it is the rocker switches or the flasher unit.
