Should the shut off relay have 2v on the black wire/blue stripe.

Im working on a L4400 kubota tractor, crank no start after diagnostic I found out that the fuel Shut off relay doesn't turn on. I got 12v, Ground and signal, but my signal wire only has 2v on it is a black/blue wire. If I put 12v at that cable, relay turn on and it start right up. Blue wire come from a time off relay or some like that is call. TD060-30500 part#. That one also has ground, 12v and 12v signal with key on, but still my black/blue has 2v coming out of that thing. Can I replaced that with a normal automotive relay.

No you can not replace the timer with a standard relay.

If you are putting 12v on the black/blue and it starts, the problem is not the relay, it's something upstream of the relay. I'm not familiar with the L4400 and don't have access to the schematic, but I'd suspect a safety switch, maybe the seat if it has operator presense.

The voltage on that wire should be 12volts.
If your not getting 12volts, and all of the proper inputs are meet, then the OPC timer is bad, replace it.

Looks like you've already tested it, the OPC Timer TD060-30500. No alternative but OEM that I see. Sorry.
