As stated before. Your fuel solenoid is the least likely culprit. If you hear a "click" at the solenoid, chances are that it is working. Gelled fuel is more likely.

Exactly! I am a service manager for a Kubota dealership and I couldn't have said it any better. The Assembly instructions alone will make a technician throw wrenches. The translations are sometimes humorous though... Like "apply thread fixation medicine". Model/accessory specific instructions...

That looks to me like the water pump port for a heater option on a cab model. The block heater would be installed in a freeze plug on the block. The last 3901 I installed a block heater on had a knock-out style freeze plug, and was just in front of the starter.
