Thanks for the info that the control signal is ground. That clears up some confusion. If I can hear the fuel valve open when I turn the key, is that proof that the interlock switches are working?

Hi folks, When I turn the key to start, the fuel valve opens, the glow plugs get power, but the starter solendoid does not close. So the interlocks seem to be ok. Also the starting relay tests ok. Here's the real mystery - I measure 13 volts on the wire to terminal 1 of the starting relay...
