Are you sure the hoses are connected to the correct ports? When you added fluid did it read on the dipstick? I would doubt the cylinder would be stuck. It is possible the the piston seal is broken allowing all the fluid just to bypass it.

Another tip make sure you dont put too much vacuum on the fill port. At least on my b2650 while nothing spilled wgioe changine the filter the inside of the vacuum hose was drenched with oil.
