    I presume you removed the two wedges in the wheel hubs, labeled 120 in the parts diagram below, after removing the pin (160) and the bolt and nut (130 and 150)? If the wedges are frozen with rust they may hold the hub tightly.

    Check the air pressure in your front tires. Low pressure in a tire will cause problems of this sort for me.
