I'm thinking of buying a 4' brush hog for my BX2660. The weight of the brush hog is around 400lbs. How much weight would I need on the front end to counter balance the brush hog?

Shouldn't need any the brush hog should be set in its wheels and carry it's own weight.

You will need weight for a brush hog or your steering will become difficult to get into a turn. The tractor is holding up the front of the mower.

I put 4 * 55 pounds on front of my L185 and that was enough. You can try less and add on until you are satisfied

Do you have a loader? If so that should do it. If not a minimum of 200 lbs.
