As you said 9.5 would be the width of the tire and 16 is the diameter. You always need the correct rim-width for the tire you want to mount otherwise the rolling circumference of the tire will change. Always use the rim the tire asks for. You get this infos from the tire manufacturer.

For the 23x8.5x12 you'll need a 7x12 rim. I don't know the dimensions of your acutal rims (center hole, etc.), but maybe the Kubota rim part nr. 66428-57120 fits. http://kellerkubota.com/shop/search.aspx?sfield=custom1&search=66428-57120
