You may or not may have this information but I think ROPS and seat belts where installed at the dealer level on B7100's , at least in North America.
For information purposes I have the original instructions for the ROPS and belt installation, and a sheet from the belt supplier, which is very generic. While understanding your looking for a shoulder or 3pt belt I thought this maybe useful. I can take a good clear photo of my belt attachment points if needed.

Is there any restriction (Other than manufacturer CYA) about drilling holes in the ROPS??

Ken, THANKS ! I saw that but didn't think it might be strong enough. Now with a close look I see that fender is bolted directly to the rear differential in about 4 places. I appreciate you taking the time for the photos and editing.. I'll pay that forward...Be interesting if your aftermarket seat left this bracket in place.
It goes from fender to fender. I am assuming this is to stiffen up the fenders, tie them together. They simply installed the seat belt hardware between the fender and the 90 degree bent portion of that bracket. Not sure if they used the existing bolt and nut or sized up?
