"Vacuum lines from tank to injectors?"

I got a L175 a couple of months ago, did regular maintenance, oil, filters etc. Drained the old fuel out of the tank and filled it. Went out today to run it and saw fuel all over the right side of the engine. Looked like it was coming from the injectors but on closer inspection; I found there are two flexible lines about 1/4 inch I.D., one from the tank to the rear injector and another from the rear injector to the front injector. The fuel is coming from these hoses. The hose on the tank is about one inch below the fuel level. When I refilled it the fuel started running out. There are no clamps on the hoses and they leak. I'll go to TSC tomorrow and get new hoses and some clamps but I ask, is this normal? And if anybody knows, what are these hoses for? Fuel return? Should I keep the fuel level below the hose on the tank?

Those are fuel return lines. Not much pressure on them. Original clamps were spring wire coils. Could probably get by with small ty-raps, just fine. With good lines installed, a full tank will be no problem.
