snowblower problem

my gr2707 snowblower is repeatedly breaking the shear pin on the blower shaft. not the auger. The first 2 years I had it I never sheared a pin. This year I have gone through 5 already. I tightened the chain as it was quite loose, but that didn't help. any ideas out there?

Quick things to check;
1. - Make sure you are not over over torquing the shear bolts. I think the recommended torque is 9 inch-pounds, which isn't much.
2. - Check to make sure impeller isn't binding or bent. Should spin freely with the shear bolt removed.
3. - The blower I have is a GR2728 which had quite a problem with impeller shear bolts. However there was a factory fix that resolved the problem. That issue is covered extensively (with photos) on another thread.
