If it is similar to my BX25, the fuel sensor is low resistance when full (3 ohms), and high resistance (110 ohms) when empty. Since your gauge is showing full, I would suspect a short on the sensor feed wire to ground somewhere. It could also be a short in the wire in the dash area, though it might be harder for it to find a ground somewhere.
Of course, a broken or jammed/stuck fuel sensor could also be a cause. Check your tractor electrical schematic and try to measure the sensor resistance with a half full tank, it should be between 3 and 110 ohms, probably an actual reading more like 30 to 50 ohms.

With the ignition ON and a good BATT:

If the wire from the sender to the gauge is broken …the gauge will read Empty. (in which case the gauge is not receiving power…OR a mouse or other has chewed the wire.)

If you disconnect the wire from the sender, and touch it to the engine block…the gauge should read Full. (in which latter case, the sending unit has failed.)

Make sure your connections under the dash is connected tight. Just removed mine to replace the broken throttle bar. Can see those getting loose from the vibrations.
