Replaced PTO cable because old cable was kinked. Now the PTO will not disengage. Not sure if bolts are situated correctly. The top end of cable is attached to movable rod by pto lever. Is the other end of the cable attached to a similar MOVABLE rod? Nothing moves where the cable connects underneath. Could something be frozen. Would an adjustment in the bolts make a difference? Thanks for any help.

When you had the cable off did you try to move the levers? Does this tractor sit out in the rain? If so it will need some lubricant at both ends of the cable. Use PB Blaster or the equivalent. WD40 is not good for this type of problem. Do not use too much pressure to force the movement. Remove the cable at the lower end and "work" both levers separately until they move freely. Also oil the new cable so it does not become frozen.
