RCK54 mower lower seals

(These are not flanged.)
So, how deep do I set them?
They will go, better than 1/8 past flush, to a bit of ridge that seems to be a stop (after bearing hit it's own stop).
Thoughts were... seems to be plenty of shaft seal area, go to a new spot?
Any thoughts, pros, cons to full depth vs just flush?

If theres wear on the shaft where the old seal sat, I’d put the new one in so its on fresh shaft
