i have the b8200; it's about 30 years old and i've had it since 2014. the oil capacity is 4.1 qts, but it always shows full on the stick at about 3.5 qts. the stick appears to be the right one, ie, the original one. it doesn't appear to be defective or too long or any thing else weird. should i put all the oil in, stop when the stick shows full or what?

Stop when the dipstick shows full. The 4.1q is for a dry engine.

Does it have rubber stopper on it where it goes into the block that is attached to the stick?

It is not possible to drain ALL the oil from the system during an oil change. If the stated capacity is 4.1 quarts you could probably add 4/1 quarts after a rebuild. Short of dismantling the engine the ability to add the whole 4.1 quarts is unlikely. Go by the dipstick.
