Loose Parking Brake Lever L3901

I have a L3901 HST. The parking brake lever (when disengaged) wants to wiggle forward, which turns on the Indicator light on the dash. The brake is not actually activating; its just triggering the sensor.

It appears the legs of the spring (Item 20 in the diagram) aren't attached to anything. I can't seem to figure out where they are supposed to hook.

I don't think that type spring "hooks" on anything. One side of it presses against the plate then the other side is pulled back under tension until you can work it under your brake handle. The pressure should hold the handle forward.

the trouble then is that its not pressing against the plate because its clearly not holding tension. Any suggestion on adjusting it or repositioning it?

There will be no adjustment on that type spring. If the brake lever once worked properly and does no longer it is possible one arm of the spring has snapped off. Short of using a bungee cord to hold your lever you may have to order a new spring at the dealer and compare them. You could also visually compare your spring with the parts breakdown to see if it looks complete or if one arm is visibly shorter.
