I am not 100% sure I completely understand the question so may not be answering it correctly.
Yes the right hand link is used to level (or tilt) implements. The tractor must be on level ground (rear tires level side to side). The rear tires should be at the same pressure also to make the tractor level.
The implement can be attached and then leveled, but you will probably need to have the implement sitting down on the ground to take the tension off the arms, then turn the right side to adjust. If the right side is greased well you can probably move the implement when lifted, but you may have to use a longer lever over whatever you use to turn that.
AND there is a locknut on the right side that must be loose to adjust and then tightened when it is correctly adjusted.
To make it somewhat easier, I try to get the arms level before I attach the implement and then fine tune the level after the implement is attached. To tilt an implement you can adjust the arms before you attach the implement or block the implement to the angle needed.
Drop the three point hitch to the bottom of its travel before you try to install the implement. Then back up to the implement (focus on the nearest to tractor side of the implement first) and get aligned to the implement pin. Lift and attach that side arm and get it locked on, then try to move the implement or tractor to align the other pin. You can CAREFULLY use the tractor to make the adjustment if you are sure you can move it small incremental distances (parts of an inch, not parts of feet)
If you can’t get the right arm to turn, make sure the locknut is loose and moved back far enough to adjust the position. If it is rusted and gunked up, then you should remove it and clean it up and get it moving again and grease it. There are probably pins inside of it to prevent it from unscrewing completely (keep your feet out from under a raised implement when adjusting it though). If you get it moving and then it gets stuck at its longer length then just assume that it has the pins and don’t try to force it out longer.
