L2550 GST Hose under the fuel filter

Hello:
There is a hose under the fuel filter, about 18 inches long. It seems to just sit there, is that normal? It is not connected to anything. Below the fuel filter it is connected to a small metal tube. Any help to identify this will be appreciated.
