L245 blowing fuses

My L245 keeps blowing the 10A fuse that feeds the tachometer/indicator lights group. When I replace the fuse it lights up for a second and then blows. I checked for lose wires and obvious shorts and did not see them. Does this indicate a bad gauge/lights? The dynamo is also not producing voltage when I check it at the dynamo but perhaps unrelated. Any ideas on how to track this down?

Separate the items in the circuit & test them one at a time.

Im guessing a bulb has fallen out of instrument panel and shorted.
