L2050DT hi/low range?

Just bought a L2050DT and I can't figure out how to shift into 1-4, pretty sure it is only going into 5-8. Is there a hi/low lever on this thing?

Any help is appreciated.

Also, does this thing have a parking break I am missing? It's mighty doggy like something is holding it back, even if in high range, I'm sure it should have more power.
