Governor working at idle

I was with 300ZX running his B7100 and noticed that when he runs his 3 pt lift at idle, the governor speeds the engine up in response to the load change. I went home and did the same thing with my B6100, and it just loads down. Seems like I am not getting a response from the governor.

I then took the speed control plate off to clean the shaft up so it would move freely. With the speed control plate off, I notice that the spring from the governor fork to the gear case cover is not under tension. With the engine off, shouldn't that spring pull the fork forward to aid with starting?

After putting the speed control plate back in and starting the engine, I had to let the throttle control rod out at the throttle lever to keep the tractor idling.

The tractor pulls hills fine, and it handles my belly mower when it kicks on. But not sure if the governor is fully working.

Thanks for the question, Vic.

I saw two. One connected the speed control shaft to the first governor fork (I assume. Couldn't see that end.) I had to disconnect this spring from the shaft to remove it for cleaning.

The other spring was connected to a governor fork at one end and the adjusting screw in the gear case cover. I didn't have to touch this one in removing the speed control plate and shaft. This is the spring I think is stretched. With the engine not running, it isn't under tension.
