E20 error code, when I use the bucket the fuse blows Why?

I have a L3901HST. When I use the bucket fuses blow. It’s been doing this for the past month. Error code E20. This time, all the fuses are good and the tractor won’t start. Anyone have any suggestions on how to fix this problem? Thanks in advance.
