BX25D PTO lever

I am trying to fix everything on a new to me BX25D. It has 455 hours. I am pretty sure it has had the backhoe installed since new. I removed the backhoe and am now trying to get the PTO to work. The PTO lever was bent so I removed it and got it straight. But now I can see why it was bent. The lever does not move. It is attached to a plate with two bolts. I tried to move this plate with a pry bar and it doesn't move. Any ideas how to free it up?

It does not appear that plate should move...it is bolted in place. I have a BX23D and have looked at that area. It is not the same so I can't help. Someone here will. There are geniuses here!

Look at the BX25D parts diagram I posted. The "plate" is on the end of the shaft thar shifts the PTO. Part #10 in the diagram

Penetrants, Prying, and Patience

As Dan says…..start with a generous dose of a good penetrating oil where it enters the case.

Keep applying over a couple/few days with some easy torque on it to free it up. Don’t get heavy-handed.

It didn’t freeze up overnight; don’t try to reverse it overnight.

I'd remove bolt 060 and retaining plate 050 first.
Light tapping too, the vibrations help move the penetrant in (Kroll, PB Blaster, not WD-40). could take a week. Spray, tap, work it, a few times a day and then repeat the following day.
