Do you have access to a rotary cutter or other pto driven implement? Perhaps a neighbor that has one that would let you hook up to it?

Thinking about it and if the rear pto has no problem and the two are using the same hydraulic circuit and safety system.

The problem may not be in the safety valve.

It maybe the mmm shaft is binding.

Is there a way to put a load on the rear pto?
I have no implements, would have to go and rent one or something, just putting the mower deck PTO shaft on the rear would not show it unless it were under some load. And the deck is clean without anything wrapped around the blades or anything. I would expect if the shaft was binding would there not be some noise or something, the deck just slows and stops but there is no grinding noise to indicate slipping gears.
