BX2200 Inner Tie Rod Removal

I've need to rebuild the steering cylinder but I cannot get off one of the inner tie rods. I have the tie rod that is on the side of the shaft where you can put a wrench on, off of the shaft. When I put a wrench of the shaft, no matter what I have tried, the other tie rod won't budge plus I can't keep the shaft from turning.

The small area to put the wrench on is too small and it slips. I've tried to sandwich the wrench onto the shaft by putting the tie rod back on that side and press the wrench tight against the shaft but no luck.

What I need is a way to keep the shaft from spinning when I try to unscrew the other tie rod.
I've tried to grab the very end of the shaft with a pipe wrench but the metal on the shaft is too hard and the pipe wrench won't bite in and hold it from spinning. I've also tried heating the tie rod with no success.

I need a way to keep the shaft from spinning(turning) when I unscrew the tie rod?

Just in case someone has the same issue... Im assuming the opposing end of the flat stock (section you can get a 21mm wrench onto)

Place the end of the shaft with the two flat edges onto the end of a large vise so it hangs over your work bench. REALLY tighten it... even a couple of smacks on the vice handle with a soft mallet will help.

Slide the sleeve to the opposing and place a block of wood under it. Using large vice grips or a 1 1/16 wrench, clamp onto the inner tie rod. Give the edge of the vice grips/wrench a few smack with a rubber mallet and it will release.

FWIW - both ends are standard threads.

I have the same problem. When i tried to take the end off the one with the flats, the other end broke loose first
So i have a tie rod on the same end as the flats
Its very narrow, less than 3/16 wide flats
21mm wont fit. 22 mm is a tiny bit loose.

I have a narrow Mac 7/8 wrench but its too wide for the flats
I tried putting the other tie rod end back on really tight to use it to clamp in a vice, but that end broke loose first again

I tried a couple narrow 22 mm bike wrenches on the flats but they didnt hold up to the torque

I ordered a 22mm service wrench from proto but i have a feeling it will be too wide also. Also ordered a narrow jaw adjustable wrench on amazon, might work, but it wont get here till next week

So i can try to grind a wrench down to fit the flats, but i think it will weaken the wrench, would have to try it on a cheapo from harbor freight or lowes/h depot

I could try to use a zip wheel to widen the flats a bit so that a narrow wrench will fit, but im hesitant to start cutting on the tube
I dont see a way to clamp the tube in a vice and still be able to get a wrench on the inner tie rod

Any ideas or advice?
