Bx 1800 bogging under load

First, I have read and watched several videos about this, I am seeking recommendations on where exactly to start.

I inherited this tractor from my dad back in 2105, and have run it maybe three hours a year since (and with very little maintenance done). It was running good until recently, after we got it stuck in mud and had to leave it in the field a couple weeks until the area dried up some (during a very rainy period). Prior to this, I had noticed it did not have as much power as it once had, but it wasn't bad. After we got it out of the mud, it started bogging down under load within five or ten minutes of starting.

Here is what we've done since that time:
Changed hydraulic fluid, changed engine oil, changed all filters (hydraulic, engine, two fuel, and air). Removed the radiator screen, cleaned it and cleaned the radiator fins. Siphoned out the tank, purchased new fuel, added fuel/tank cleaner, checked gas cap to make sure it wasn't clogged.

It still bogs under load, or going up small grades. It rarely dies, but bogs down and shakes something horrible before it comes back to full idle. It cranks easily (so far), and the only white smoke from the exhaust is right after it cranks for a couple seconds.

I turned the key to on position, jumped under tractor and cannot hear or feel fuel pump running. Does that mean it***8217;s bad?

Do you all recommend we go ahead and replace the fuel pump first, or should we pull the tank first? Or is there something else to try first? When I replaced the filters, there was pretty good gravity flow coming from the tank, as I got covered in fuel multiple times . Tractor is an '05, and dad did not keep a maintenance log, so I have no idea on when or if the fuel pump was ever replaced. I'm confident the tank has never been cleaned.

Other issue that may or may not be related is that none of the gauges are working. We have changed out the fuses with no luck, so that is something else to troubleshoot, but thought I'd throw it in here just in case it could somehow be connected.

Pull the fuel hose that runs between the front fuel filter and injection pump off of the injection pump, put the open end in a catch can and turn the key switch to ON, Not Start position. There should be fuel being pumped out of the hose. I suspect when you said you could hear or feel the pump running and your gauges do not work that you have an electrical problem. Correct the electrical failure and your pump will probably run.
