B7000 rims loose

I am a new owner and proud happy owner of a B7000. Bought in Feb of 2011. During the past month I have been performing some maintance and found the following. Rear tires had no air pressure reading, I filled to 25lbs pressure. While adding the air to the back tires I noticed the rims were looseand would wobble on the axles. Each rims has two bolts with springs and the locking pin. So I tightned the two bolts on each rim to what I was felt tight.
Should the tractor be in that air when I tightned these so the rims run straight?
I there a torque setting for these two bolts on each rim?
Some where it was mentioned there should be shims between the axles and these two bolts!!! True or false.
I read where rims have failed at this joint. How do I avoid that failure.

I believe the PO drove it about 20 hrs a year and performed min maintance.

All thoughts appreciated!!

If your interested in a quick fix I have one that worked on my b7100. Rims wobbled like crazy. The problem was things had worn enough so that the adjustment on the hub would bind on itself so tightening the bolt wouldn't put pressure on the axle.

I took the wheels off and removed the adjustment bolt. Using chisels and wedges I forced the movable section of the hub out as far as I could. I then grabbed my trusty sawzall and took an 1/8th inch off both edges of the movable side. Used a file to clean it up and put it back together. No more wobble and a little adjustment left for wear. Only about 15 minutes per side.
