B2620 throttle or governer problem?

Hi everyone. First time here. I am having problems with my b2620 not throttling up all the way. The rpms stop at about 2200 rpm. It was running fine earlier today so I am not quite sure what happened? Aside from the limit in rpms everything sound's good and seems to run fine. The hand throttle has full range off motion still as well Any ideas? Is this something I should get serviced or a diy project?

With it running at 2200 rpm put some load on it. Drive up a hill, use the loader, cut some heavy grass, something that loads the engine. Does it maintain 2200 rpm or does the engine start bogging down as soon as you start applying load? If it bogs down immediately you may have a fuel or governor problem. If it holds close to 2200 rpm as you apply load then you may have a throttle problem.
