I purchased a used B2620 last week and just getting around to playing with it.

I used the rear blade for the first time and learned a few things.

First off there is no rear float...is thought it would be mandatory for 3pt hitch?

Reading the manual, the 23 hp tractor has it (B2320DT and HSDN). What is the B2320DT/HSDN and why does it have position control and and float and the B26/29 not?

Secondly the hydraulic control lever has 5 positions... Down, Slow Down, Neutral, Slow Up and Up.

When I put the lever in slow down position nothing happens, regardless of how I position the knob under the seat (to adjust the lowering speed).

Though when I put the knob in slow up or up, it works as it should.

Is there some kind of adjustment I can make so I can use the slow down function?

First off three point systems are only pressure up and gravity down. I think that position control down or up and you may be able to restrict the flow by not hitting full stroke or full speed. And if memory serves that the unit should kick out in the full up position or self cancel when the three point reaches the full up position.

The B2320DT is a gear shift transmission and the HSDN is a hydro and the tractor is physically narrow for orchard and vineyards.

According to the Kubota specs the B2620 has "inching control" not "position control", so you are correct on your, Down - Slow Down - Neutral - Slow Up - Up, positions. At least on the BX there are taps that serve as stops for the slow up and slow down position stops. The tabs can be adjusted from under the rear fender. The tabs are not precise and may require frequent adjustment for different 3 point loads. I think a lot of operators just ignore the stops and move the lever as needed.

There is no float position on the control lever for a three point hitch, the 3 point is always in float. With the lever in the neutral position and nothing on the 3 point, you should be able to raise the 3 point arms. When you release the arms they should float back to the set position.
