adjustment position control handle

What is the best way to get to the 12mm nuts that adjust the friction on the position control handle.
Kubota screwed-up in making it just about impossible to adjust on an M-4 071

On my M7040, I go in from the rear, right side by the fender mount with no problem. Plenty of room on mine.

Took the tire and fender off. Wish I had done it right away. The position control handle is now loose but there is still a toggle resistance, probably from the spring in the valve. I need a smoother control. I will follow-up with some pictures, at some time, and you will see the 9 foot leaver that I have that lifts the drag in back of the disc, when raising the disc. We have trouble clearing the implements on this hillside vineyard when turning at the end of the rows.
