We keep getting milky fluid. Just switched it out the other day. as we had just put new in since the beginning of the year. It had already turned milky. Is this filter and intake on the right side under your foot if sitting in the tractor?

Codes er38 &42. Tractor won't move when you put it into drive on the shuttle. Front end loader will not operate sporadically. Turn the key off. Let the tractor almost die. Turn the key back on and the hydraulics start working again. Thoughts?
