Yes i am led to believe now that it is sticking at the rack. Is there any easy way to get at it to free it up or would the whole fuel rack cam assembly have to be removed. Unfortunately for me i cant afford shop rates at a kubota dealer. So if flicking the manual shut off lever is not releasing...

The previous owner messaged me and said this about the problem I took the shutoff solenoid off and checked it. You can then feel into the end of the fuel pump and feel the shut off was stuck. When I wiggle the governor it became unstuck. Yes the solenoid was working. The sliding rack is sticking.
