yes fluid level is fine but no I did not fill new filter but it only took about 2 minutes for loader to bleed and start working then it had more power than before

yes drain plugs are in and fluid levels are at top of site glass .I just drove long enough to raise temp to check radiator levels after hose change and raised and lowered loader and 3pl
