That throttle will have a friction-adjustment to take care of that throttle “creep”. Mine does it too…it will reduce about 200 rpm after a while…. I just haven’t been disturbed by it as I rarely run it at governed speed.

Even without a load it should turn without noise, and should activate the “no start” safety. With it NOT running….spinning the shaft by hand can reveal some bearing issues and any looseness.
